- Long range vision plan for land use configurations, development opportunities and important pedestrian linkages between proposed destinations along the Muskingum River Parkway and the Licking River
- Master Plan was designed to engage the Downtown with the riverfront and promote activity and economic development for the entire corridor
- Primary destination districts identified by the Master Plan included the Artisan's Center, Potters Alley, West End Cultural Area, Canal Cove and Promenade, Canal Greenway and South Shore, and the Near West Main Street Area
